There are rules about the whereabouts system, just like there are rules about what substances you can have in your bloodstream and rules about what jersey you wear at the start line. You break the rules, you face the consequences, end of story.
I can't see why Riis would sign him. The chicken is old and washed up, and with all the Contador drama going on the last thing Bjarne needs is a fresh wave of newspaper stories about signing a convicted cheat. That said, nothing Bjarne has done this year has made much sense, so who knows.
