Not unusual in smaller scenes or women's cycling when people will ride as guests for another team that isn't doing a race. Rujano tends to be a mercenary for hire when the Vuelta a Colombia rolls around. It may be part of the deal that simply Lizarte want him, but one condition he insisted on getting to do a particular race; it doesn't suit Lizarte to up sticks and go out there to race it, so they agree terms with the team they're essentially buying the rider from because they'd rather loan him out to somebody they're on good terms with.
