Yes, which was the logical conclusion with Quintana being held back that year, Contador and Froome crashing, Pinot and Bardet emerging etc etc. Then he went on to ride one of his best Vueltas that same year, and if Froome and Contador doesnt crash out of the Tour, he most likely wins that Vuelta.
