Aiming for PR next year is a logical step for a man who has won golds on the track, short stage races, a GT and the OG/WC ITT. 2014's target was always the WC ITT, and that box is now safely ticked.
Re Froome being the best rider in the 2012 Tour, it's wise not to forget that Wiggo walloped him in the ITTs, and he would have needed a lot of time gains on a relatively limited number of climbs. Doubtless Froome was stronger than Wiggo on the Peyragudes, but that's a short climb with limited scope for gains. Who knows what would have happened if he'd attacked properly on La Toussuire. He might have gained 3 minutes or flattered to deceive as he did towards the end of Vuelta 2011, and on Alpe D'Huez and Semnoz.
I don't doubt Wiggo was p*ssed of at the way he got sidelined at Sky, but ultimately, he's got the gold medals, the Knighthood and the high profile. Froome is (widely perceived to be, amongst the masses) just some bloke with a shifty foreign accent who isn't really British who keeps falling off his bike.
