Maybe so. But Rule 70 does not say "The purpose of competing is to entertain."

Pro sport is frequently lacking in entertainment. Just be thankful you have time to watch it to get bored. I'm happy if I get the chance to watch the highlights.

Sure, for amateurs. However, the purpose of being a professional rider is to be sufficiently entertaining that people are willing to pay money to watch you ride.

That would be why Wiggins got knighted and paid god knows what for winning a sackful of combativity prizes last year whilst the guys who won the jerseys are barely known, eeking out a painful existence on the minimum wage.
