Surly to be in contention of a possible win at PR he needs racing in his legs?

Also Drapac were allowed at the TDU despite sharing Jaguar with Sky.

I think Team Wiggins is mentioned as a Continental squad. You'd have to spend some time with the rules to figure out how it all works. And the rules are complicated. Just like Armstrong, they don't really apply anyway.

IMO, ASO wants him there to justify raiding the local budget.
