Hmmm... this is a tough poll. It's hard to gauge who's the best. Wiggin certainly is superior with his TT, so for that alone, no contest against Nibali. But in the mountain, so far he has been using his team to shave off his competitor. So I can't really see his skill in the climb (other than riding consistently high pace), he is certainly smart and uses the strength of his team mate for his advantage. Nibali for me is never been a good climber either. He is good but not good enough, not like like Jrod or in the class of Contador, Froome and Andy. He is like the second level after them probably. If we can see Nibali and Wiggin mano a mano in the mountain, then we'll see who's the best. At this point, my opinion still think that wiggin's skill in climbing is somewhat unknown, since so far he is being covered by the strength of his team mate.
