Don't think Stybar's limitations are clear just yet. I wouldn't be totally surprised if he turned out to be a factor.

Rowe pulled out of the Vuelta with an illness before the last week so his form is doubtful, not to mention that Cav can perform his role anyway (bottle duties).

JTL has been performing like a club rider all season and BC wants to use him at the 272km hilly worlds RR event..
And instead of Cav bring some rider who can gain from the experience. Look to France for a bit of inspiration.
