I think they're there normally, just the design of the normal jersey hides the detail as it's alot of yellow splodges

I looked back several years on PCS, and... they all seem kinda "meh".
I understand that some countries traditionally have bands on a white background, but why do they have to be so narrow?

depends on the sponsor I guess, its not a federation thing though as Marjerus had sponsor logos on her for years, Jungels had logos too, whilst Geniets always seems to have gone for the blank look instead

It's an FDJ thing.
FDJ - both men's and women's team - always have the blank look for their champion's jerseys.
