Personally I doubt Seppelt has a political agenda.
It's not impossible that politics play some role in the background (e.g. in funding issues), but another (imo more plausible) possibility is that it has simply become very personal for Seppelt ever since the Stepanovs knocked on his door.
Bear in mind that he's received death threats for his investigations.
At some point it just gets personal.
