It isn't per se illegal to be an a-hole. In some states it is illegal to be a bully under some circumstances (schools). But, it is illegal for anyone, bully/a-hole/any combination thereof, to intimidate a Federal witness.
The Justice Dept. knows of the incident and will likely investigate it thoroughly. BTW, there are lots of bullies in prison systems, both Federal and state.
