2003 was the arrival Fuentes - everyone else's was ampling it at the same levels. In 04 Armstrong started writing letters to WADA complaining about the Spanish.
2004 Tour USPS smashed it beyond record levels. Landis & Hincapie were riding the peloton off their wheels.

By 2003 there were so many self created myths about Armstrong's AWESOMENESS that some demonstrations of his vastly superior power and improved natural resilience over other mortals passed with comment but without query.
In the 2003 TdF Stage 12 TT he was beaten by Jan Ullrich by 1.36. His excuse. He was severely dehydrated and lost 5 kilograms (= 5 litres of fluids) of weight.
By calculation to LA's competition weight and adjustment for water content that was about an 11% loss of fluids.
According to Wikipedia on Dehydration:
In the 219 km Stage 8 (L'Alpe d'Huez, July 13) Armstrong rode 200 kms (according to teammate Landis' CN blog) with a rubbing back brake to only record a less than stellar third place.
Having a brake rub is like throwing out an anchor and is obvious to even a lowly club rider.
