To expand on the possible time limit. If the average speed of the winner is 33-34kph, then the time limit is around 40 minutes. If the average speed is 40 kph the time limit is around 50 minutes. And fairly linear in between.

Uh? Must be the other way round, no? The faster they go, the smaller the time limit.
No, for fairly obvious reasons there is more allowance given if the leaders go ballistic than if it's a dawdle for everyone.
