Wrong, Rwanda is a UCI-race. Since when are Latour (Total Energies), winner of a stage, Froome etc members of a devo team. Israel Premier Tech, Total Energies, Bingoal, Groupama...Then it's still 9. I think he counts the Rwanda win by Lecerf but that doesn't count since it was for the devo team.

Ok, agree. But it counts for the UCI-victorys of Lecerf. I checked that on the UCI website.Just read the rules. Lecerf is riding for QS's devo team in Rwanda so the win counts for the devo team and not the pro team.

So LVE jumped to the 9th overall with 6 sec bonus. Probably will jump Carr and Foss on sunday as well, has a shot at top-3 too, need collapse of Vine and O`Connor to win.

Would you mind linking or citing the rule in question regarding wins?The UCI's rules. UCI points count to the team you're contracted to (so the WT team), wins to the team you're riding for at that moment (so Devo team).
So it also works like that in the opposite direction. When a Devo rider wins while riding for the pro team the wins goes to the pro team (cause that team won at the moment ofcourse), but the points stay with the rider and thus go to the devo team.
If anything, the tie-breaker indicates that those wins count for the WT team:2.10.004 bis
Special provision concerning trainees and development teams
During his training period, regarding rankings, a trainee is still considered as a member of his usual team. Points potentially obtained by the trainee during the training period, shall in no instance be added to the points of the host team.
Regarding rankings, a rider of a development team who takes part in an event with the related UCI WorldTeam or UCI ProTeam is still considered as a member of his usual development team. A rider of a UCI WorldTeam or UCI ProTeam who takes part in an event with the related development team is still considered as a member of his usual UCI WorldTeam or UCI ProTeam. Separating tied teams
Ties between teams in the UCI world ranking by teams shall be resolved by counting the greatest number of 1st places on the (final general) classification (on time) of their best 10 riders during races taken into account in the ranking.
If there is still a tie between teams, it will be resolved by the greatest number of 2nd places, then 3rd places, etc.
