Sorry, I edited my post quite a few times to elaborate on my opinionI mean having an issue at the end of the race means a certain time loss for even the strongest rider. While at the same time, I am also against neutralizations for GC guys, so for me 3km rule is a reasonable compromise.
Back when I started watching 25 or so years ago, it was a 1 km rule and I am guessing it probably existed many years before that. If it was some random rule that nobody knows why it was brought in, it probably would have been removed by now,

That said, this is the sort of privilege that generally happens to the race leader.
