Based on the 2012 Olympic road TT, that is in fact the deficit you'd expect.
With the interview Phinney gave, it's a good guess he's motivated and peaking for this race.
Doesn't mean it looks normal. Wiggo complained about someone (Vino) beating him in a Tour TT by 2 minutes - over a 50km distance. So to put 1 minute into someone like Phinney over a 20km distance?
Struggling to believe it. Add in the remarkably quick drop in weight from Paris-Roubaix...
He mentioned only Vino (since Vino tested positive) saying he knew Vino was doping just by how fast he was going

(yes Vino able to tt - clear doping, but Wiggins dropping Nibali in the mountains not?

).
But anyway the rest of the time he was moaning about how he wanted to win the stage, which was a bit strange if he only thought Vino doped because he came 5th in the tt, so Vino at best robbed him from finishing 4th rather than 5th. So why did he think he had a chance at the stage?
Anyway Sky revisionist history says Vino probably won that tt on merit anyway, since doping doesn't help in tts. Thats how Brailsford knows who is doping. Its the guys who are attacking in the mountains (even if they ride slower than Wiggins and Froome and Porte). The guys who win tts, those are the ones who are cleans
