When the PR engine kicks in with "as important as the Tour" for races like Tour of California with it's 150km days and it's 2nd category climbs followed by it's 20km descents to the finish, you know someone is protesting too much. Ugh.

1. The TOC is probably a big intermediary goal. It's the biggest USA race and the sponsors love it. Is it a big push for his palmares? It certainly doesn't change his legacy
2. I'd say it has decent European exposure being the biggest USA course. Not huge, but it makes the papers. Lovely that the 6 years mentioned exclude Leppy.
3. Riders choose the TOC over the Giro. But the innuendo that's because it's just as important is of course hilarious. Riders who choose the TOC (instead of being ordered to go there as most common domestics) choose as run up to the TdF.

Truth to be told you would think he (and FC) would crush the current Sosenk WR, so I doubt that's the whole deal.

I think it's just about the biggest thing left for him as he will never win a GT again. He would love a classic, but I'd guess indeed his best bet is PR (everything else is explosive short climbs)and that's a tall order in the twilight of his career.

For many of these pros this is the best race they get to do. In fact the officials that have enough pull to affect their assignments want to do California for the same reasons. It is like a holiday in comparison to a South American race or even a race in many parts of Europe.

Add to this the stages are often shorter and for a pro California is a holiday.
