I think what is often overlooked with Wiggins, is the pro peloton today is now mostly one of specialists in not only its various disciplines, but individual races too. It's one thing to be great at what you're naturally good at and enter the races year after year that match that ability, but to switch disciplines and races and often beat those specialists in races you have not based your whole career on winning is some achievement. To simply compare him to a Froome or Contador in the GTs and high mountains especially is mostly bypassing what he is all about.
 
I doubt he will go for GC. Help the team in the TTT, maybe win it, then try to not lose too much time, so he'd have a chance to wear pink after the long ITT or just let go completely and focus on winning that ITT.
 
Hopefully go for GC, destroy the ITT and TTT and then just try and defend the lead, all those new signings should make sure he's got plenty of men in front come the mountains.
Be great to see him wearing the rainbow stripes.

So, with Wiggins maybe going, does this change other teams plans on who they'll send?

As much as I would love to see Wiggo focus on GC and a top ten place, I just can't see it, he will likely pull out after ITT.

Would he be able to wear his Rainbow Jersey in the TTT?

You can only wear it in the discipline you won. TTT winners get a rainbow badge on their jersey.

While that's true, it's not always the case in practice. Dowsett wore the UK TT jersey in the 2013 Giro TTT, for example:

Odd that they didn't fine Dowsett....Tony Martin got fined for riding a bike with rainbow stripes on it in a TTT....
