The Worlds is a huge step up from beating unknown French guys in January. There he has blood irregularities under Brailsford. And finished a very tough worlds strongly.

His irregularities are for the 2012 ToB & Worlds. For the ToB he was all but a Sky rider in name. He had been to several training camps and all the questions to him at that race were about signing for Sky.

Dan Staite was a lowly UK rider who got busted for EPO. It was an open secret for a long time before he got busted that he was "on the juice". On the assumption that Staite hadn't got a complex infrastructure behind him, it seems perfectly possible that JTL could be sourcing and applying his own EPO.
JTL would only need to be a "super responder" to get to where he did on a fairly crude regime. It's not like he was anywhere close to dishing it out to Froome et al in a Grand Tour.
It's also entirely possible that Sir Dave, Froomedog and Sir Brad personally injected him so he could win the Tour of Britain and then told him to f--- off when he was actually being paid handsomely by Sky.
