Don't be surprised to discover Hein has banking/financial activity in Britain. IMHO, the deal was most likely Thom and Hein as the brains behind the myth.

What we know is peptide doping has advanced the state of the art. They don't get the ridiculous feats of strength, speed, and recovery of EPO/HGH, but much better than a rider on 'pan y agua.'
We also know the UCI just didn't act on 2009/10 Armstrong red-hot positives.
How they got 3+ weeks of ridiculous power at any given time is an open question. If there's a test for whatever it is that gifted Sky that power, I'm sure the test was either not run, or simply not acted upon.
